Thanks for your message.  All analysis that has been conducted by NSF on fluoridation chemicals has been done using the specific preparation methods referenced in NSF/ANSI Standard 60, which involve dilutions.  Attached is a PDF file with the section of Standard 60 (Annex B) that includes the preparation methods.  Prep method B is used for most of the fluoridation chemicals.
